Founded in 1947 by Joseph Rossi, the Lotto Receivers' Union (L.R.U.) was established to protect the interests of Malta's lotto receivers at a time when no laws or regulations governed their trade. More than three quarters of a century later, that founding purpose remains unchanged: to give the people who run Malta's lotto booths and offices a unified, respected and effective voice. Today the L.R.U. represents the community of licensed lotto receivers and lottery sellers, together with their seller assistants and families, across the Maltese islands. Our work sits at the meeting point of commerce, regulation and tradition. We negotiate on our members' behalf with the National Lottery operator and the relevant authorities, we secure and safeguard collective agreements, and we stand alongside each member when individual questions of contract or dispute arise. Working in concert with the Gaming & Lotteries Agents Association (GLAA) and affiliated to the Malta Chamber of SMEs, the L.R.U. is committed to making the coming decade a success story for the sector it has served since 1947.

Representation & Negotiation

The L.R.U. is the recognised voice of Malta's lotto receivers in dealings with the National Lottery operator and the regulatory authorities. We carry our members' concerns to the negotiating table and ensure their commercial interests are properly understood and defended in the agreements that shape the industry. As demonstrated through the agency agreements concluded with successive operators, organised representation consistently delivers terms that no individual agent could secure alone.

Collective Bargaining & the Collective Guarantee

Strength in numbers is at the heart of what we do, and our collective bargaining secures fairer, more stable conditions for every member. The L.R.U.'s Collective Guarantee scheme pools members' contributions to underpin the security of the agency relationship, with contributions redeemed once an agent ends their agency within the agreement period. It is a tangible expression of the solidarity that has defined the Union since its foundation.

Advocacy with Government

Beyond the negotiating table, the L.R.U. champions the sector's interests in the wider policy arena, making the case for lotto receivers wherever decisions affecting their livelihoods are taken. We engage with government on the regulatory and economic matters that bear on our members' businesses, ensuring the long heritage and continued contribution of Malta's lottery trade are recognised. Our members gain a credible, established advocate working quietly and consistently on their behalf.

Dispute & Contract Support

When a member faces a question over their agency contract or a dispute with the operator, the L.R.U. is there to help them navigate it. We offer guidance, representation and a steady hand through matters that can be daunting to face alone, drawing on our institutional knowledge of the agreements that govern the trade. Members can act with confidence knowing the Union stands behind them.
